David is a self-starter, has bags of political sensitivity, is definitely a good people manager and has developed great management and practice skills. He assumes people are capable until evidence to the contrary exists and when managing change, he supports staff to “own it” by helping them understand “change as stability” -- in other words if change is not occurring, the service is not growing. Finally, he set targets with staff, as opposed to for staff and rewards success quickly.
